The League of Women Voters invites the public to an educational program on The Impact of 2020 Census on the Community. The featured speaker will be Jacqueline Johnson Byers of Byers and Associates.
Jacqueline Johnson Byers retired in 2012 as the Director of Research and Outreach at the National Association of Counties where she held that position for more than 16 years. Prior to that she was the Director of the Local Government Research Center at the Georgia Department of Community Affairs and the Chief of the City County Management and Technical Assistance Section, also at GADCA. She was a state liaison at the Office of General Revenue Sharing, U.S. Treasury for 12 years. Jacqueline Johnson Byers has been a trainer, teacher and guest lecturer in numerous venues. She has taught frequently at the Carl Vinson Institute of Government, University of Georgia, where she was an adjunct faculty member, as well as at Boise State University, Cornell University and Auburn University. She has staffed numerous commissions and task forces including the Decennial Census Advisory Commission, the Performance Management Commission, and ICMA’s Municipal Charter Commission. She was also a judge for the All American City Award, sponsored by the National Civic League, for five years She has traveled to Africa as a faculty member of Michigan State University where she spent 3 weeks teaching and speaking to local officials about federalism in the United States. She is the author of numerous articles published in various trade magazines, as well as publications located on the NACo website.
Jacqueline Johnson Byers has spoken on subjects concerning local government for the past 30 years, including the Decennial Census, ADA, GASB, local government finance, management, structure and economic development. She is a principal in Byers and Associates and a member of the District of Columbia Bar. Her favorite things to do in retirement include consulting being a member of three book clubs and speaking about local government issues and spending time with her grandchildren and on the beach at her Florida getaway.
